PURPOSE:To improve the durability of a solenoid valve and suppress noise and vibration by suppressing the switching operation of the solenoid valve in the nonoperation state of an operating lever by setting the insensitive band having a large value when the operating lever is in nonoperation state. CONSTITUTION:A setting means 16 such as a comparator for setting a plurality of insensitive bands having different values is installed between an operating lever and the comparators 12 and 13. When the setting means 16 detects from the signal of the operating lever that the operating lever is in nonoperation state, the setting means 16 outputs the set value delta1 for the insensitive band having a large value. Said set value delta1 is input into the comparators 12 and 13, and the range of the insensitive band is widened to suppress the switching operations of the solenoids 4a-7a of each solenoid valve. In case of other than the nonoperation state, the set value delta2 of the insensitive band having a small value is input into the comparators 12 and 13, and each solenoid valve is switching-operated with high precision.
