PURPOSE:To perform a highly precise and stable signal measurement in a short while by providing a waiting time timer enabling to set the time until a start of the measurement at will and a measuring time timer enabling to set the sampling time of a signal to be measured at will. CONSTITUTION:First, the time from a time setting terminal D until the start to the measurement via a time control part TC is set in the waiting time timer WT and similarly, the sampling time width of the signal to be measured is set in the measuring time timer MT. Then, a measurement starting trigger is inputted from a measurement starting trigger terminal S and starts the timers WT and MT. When the waiting preset in the timer WT after the input of the measurement starting trigger is started elapses, a measurement part M inputs the signal to be measured via an input terminal MIN. Further, the measurement part M samples the signal to be measured by the preset time width in the measuring time timer MT and sends out its result from an output terminal MOUT to the outside. In other words, the waiting time and measuring time are set at will to fit the state of the signal to be measured and the highly precise and stable measured result are obtained.
