PURPOSE:To obtain the titled agent capable of easily caking a waste adsorbent by mixing a silicon compd. and the mixed reaction product of tin carboxylate with organotrialkoxysilane, alkyl silicate, etc., into organopolysiloxane. CONSTITUTION:(A) 100pts.wt. organopolysiloxane having 20-10<6> centipoise viscosity at 25 deg.C and whose terminal molecular chain is sealed with a hydroxyl group, (B) 0.1-15pts.wt. silicon compd., a cross-linking agent, having an alkoxyl group directly connected to >=3 silicon atoms in the molecule and (C) 0.05-10pts. wt. curing catalyst which is the mixed reaction product of tin carboxylate with organotrialkoxysilane and alkyl silicate or its partially hydrolyzed condensate are mixed to obtain a caking agent. The caking agent is capable of easily caking a waste adsorbent and effectively used to make harmless waste adsorbents such as silica gel, ion-exchange resins, etc., contg. harmful heavy metals such as lead and mercury and harmful elements such as Cd and arsenic and also to prevent the scattering of the wastes.
