PURPOSE:To produce a fuel which is almost odorless, coke-like solid and excellent in ignitability, by subjecting a kneaded product of an oil sludge, a paper sludge and a lime to a vacuum carbonization calcination in a hermetic vacuum carbonization pan. CONSTITUTION:60-50wt% lime are mixed and then kneaded. The vacuum carbonization calcination of the kneaded product is conducted in a hermetic vacuum carbonization pan. The oil sludge used is an industrial waste containing a proper amount of a volatile component and is completely absorbed on the paper sludge during the vacuum carbonization calcination in the hermetic vacuum carbonization pan. Further, since the oil sludge is bonded to an organic component in the paper sludge, shrunk by calcination and carbonized in a conglomerate form, it can impart an excellent ignitability to the product.
