PURPOSE:To perform such cloud elimination as being affected by smudges, etc., on a windshield in an accurate manner, by renewing a reference value discriminating a cloudy state all the time, in case of a device which detects the cloud produced in an inner surface of the windshield of a car and operates a cloud eliminating device automatically. CONSTITUTION:When a cloudy state on a windshield 2 is discriminated by a controlling device 10 from size of a light receiving signal out of a light receiver 5 which receives the light irradiated out of a light emitter 1 and reflected from an inner surface of the windshield 2, a cloud eliminating device 20 operates, performing a cloud elimination. In this case, the controlling device 10 is provided with a fixed device 11 holding a preset fixed reference value and a first comparing device 12 comparing the light receiving signal with the fixed reference value at the time of starting operation of this device. In addition, it is also provided with a setting device 14, which sets a variable reference value on the basis of the light receiving signal at a time when the windshield 2 reaches a stable state and an operation stop signal is emitted out of an operation stopping device 13, and a second comparing device 15 comparing the light receiving signal with the variable reference value, thus it is constituted.
