PURPOSE:To dispense with an accumulator by providing a pressure controlling valve and keeping constant pressure supplied to an actuator changing-over valve. CONSTITUTION:A pressure controlling valve V5 is provided to maintain always constant pressure supplied to an electromagnetic valve for a rod changer and clamp holding pressure even when flow of a pump is changed. The pressure controlling valve V5 changes the area of an orifice O2 with an amount of differential pressure between the outlet and inlet of the orifice O1 and maintain constant pressure from the pump P. By this constitution is dispensed with an accumulator.
