PURPOSE:To reproduce a clear decoding picture for slow motion and to improve the coding efficiency for the fast motion by preventing the applying of orthogonal conversion when a motion compensation is effective, and applying said conversion when the effect is low and reproducing the clear decoding picture for the slow motion. CONSTITUTION:A substracter 12 generates a animating picture signal supplied from a delaying circuit 11 and delayed for an action time only of a dynamic vector detecting circuit 10 and the forecasting error signal from the forecasting signal, and supplies to an orthogonal converting device 13 and a delaying circuit 16. The converting device 13 orthogonally converts the forecasting error, the output is quantized 14, supplied to a code converting device 26 and an orthogonal reverse converting device 15, the converting device 15 reversely converts in correspondence to the converting device 13 and the result is supplied to a switch 19, and the converting device 15 reversely converts in correspondence to the converting device 13 and the result is supplied to a switch 19. On the other hand, after the forecasting error of the supplying to the circuit 16 is delayed for the motion time only of the converting device 13, the output is quantized 17, supplied to a delaying circuit 18 and the converting device 26, the circuit 18 is delayed for the action time only of the converting device 15 and supplied to the switch 19. The switch 19 selects either of the output of the converting device 15 or the circuit 18. |
