CONSTITUTION:The output of an orthogonal converting device 13 is quantized 14, supplied to a code converting device 26 and an orthogonal reverse converting device 15, and the converting device 15 executes the reverse conversion corresponding to the converting device 13, and supplies the result to an adder 20. On the other hand, the forecasting error of the supply to the circuit 16, after only the action time of the converting device 13 is delayed, is substracted with the output of the converting device 15 by a substracter 19, the difference is quantized 17 and supplied to the adder 20 and the converting device 26. The forecasting signal of the input is delayed only for the action time of converting devices 13 and 15 by a delaying circuit 29, and supplied to the adder 20.
