PURPOSE:To perform a quantizing operation which accords with an original picture and is desired by an operator, by generating plural reference signals for quantizing the picture signal from a reading means and selecting one from them. CONSTITUTION:A CPU 211 determines a slice level in accordance with a program stored preliminarily in a ROM 212 on a basis of a white peak and a black peak detected in every line and sends this slice level to a comparator 210. The comparator 210 compares a 6-bit picture signal from a latch 203 with the 6-bit slice level from the CPU 211 and generates a binary signal indicating white/black of each picture element. By this constitution, picture density levels of the original are detected, and plural reference signals for quantizing the signal obtained by reading the original are generated on a basis of detected picture density levels, and one of these generated reference signals is selected, and the quantizing operation is executed which accords with the original picture and is desired by the operator.
