PURPOSE:To set and change easily both a recognizing position and a picture area and also to attain the input of pictures at a high speed, by binary-coding the pictures on a form with plural threshold values and storing the picture signal of the best picture quality in a recording medium. CONSTITUTION:Picture information on a carried form 6 is converted into signals by a photoelectric converting element 1 and undergoes A/D conversion 9 and binary coding 10. Here the binary coding is carried out for the white and black signals with many set threshold values which are different from each other in terms of steps. The many picture signals thus obtained are stored in a storage area 11 in response to each threshold value. These stored picture signals are displayed on a display device 19 via a keyboard control circuit 13, a display control circuit 12, a display memory 17 and a display circuit 18 with push of a display indicating key on a keyboard 14. While a cursor on the device 19 is moved to an optional position with operation of a mouse 16 via a control circuit 15.
