PURPOSE:To increase cooling effect in daytime and contrive energy saving by a method wherein heat is released to the outside of a building selectively when an outer wall is cooled at night. CONSTITUTION:Air layers 6, only the upper ends thereof are opened, are formed between insulating boards 14 and outer walls 7, slit pipes 5 are inserted from the upper parts of the air layers 6, caps 15 are fitted to the ends of the pipes 5 and the upper ends of the pipes 5 are connected to the ducts 3 through the ducts 16 while an intermediate ventilating fans 1 are attached to the ducts 3. An underfloor space 11 and a roofing space 10 of the building are communicated through wall cavities 8 and a partitioning cavity 9. When the temperature of the outer wall 7 has become lower than the temperature in the building, the ventilating fan 1 are operated to send air in the space 10 into the ducts 3 by pressure in order to send it into the pipes 5 through the ducts 16, the air is sent to the caps 15 at the ends of the pipes 5 to extract it through the slits in order to prevail the air throughout the air layers 6 and, thereafter, the air is returned into the space 10. In this case, the heat is released to the outside of the room through the outer walls 7.
