PURPOSE:To save the consumption of flocculant by measuring clarity of water in a treating water tank and controlling opening and closing mechanism for an FeCl3 injection valve and polymer injection valve by feeding back the measured result to an operation mechanism. CONSTITUTION:Treating water for activated sludge is led to a neutralization tank 2 of a flocculating settling tank 10 through a flow passage 1, and the pH is adjusted by feeding FeCl3 and slaked lime. The treating water for activated sludge is flocculated by adding a polymer flocculant, the floc is separated in a treating water tank 9 and clear water is discharged. In this stage, an optical perspectivity meter 8 is installed in the treating water tank and the perspectivity of the water in the treating water tank is measured continuously. The measured results are inputted to an operation mechanism 11, and operated results are outputted as signals for opening and closing instruction of the polymer flocculant injection valve and the FeCl3 injection valve, controlling thus the amt. of the polymer flocculant and FeCl3 to be injected.
