PURPOSE:To improve the picture quality of an image and the reliability and safety of a device by providing other memory which can store the video signal of at least one picture portion of a recording track of the video signal which is formed on a recording medium. CONSTITUTION:When it is detected that the level of an inputted reproducing FM signal exceeds a prescribed level, and also it is in a stable level, a level detector 8 outputs a trigger pulse. Also, by this trigger pulse, an SW 5 is connected to a contact A side, a clock generator 17 generates a clock signal synchronizing with the output signal of a synchronizing separator circuit 15, and the video signal of one frame portion is stored in a memory 11. Thereafter, the SW 5 is switched to a contact B side immediately, and by the reference clock of the clock generator 17 synchronizing with a synchronous signal from a synchronous signal generator 16, the stored contents of the memory 11 are read out. Also, an operation by which a video signal which is converted to an analog signal by a D/A converter 12 is displayed on a monitor 14 is executed alternately at a normal time.
