PURPOSE:To control a backward speed below a specific value, by activating a brake master cylinder with the output of a centrifugal device when the backward car speed comes to be higher than a specific value, by means of linking up a rolling member such as the rear wheels and the centrifugal device in the drive by a one-way clutch. CONSTITUTION:When a car goes back, the rotation of a rear wheel 1 is transmitted through a one-way clutch 3 and a chain connection 5 to a centrifugal device 4 to rotate the device 4. This rotation causes a centrifugal weight 9 to move outward in the radius direction by a centrifugal force, to squeeze a variable face 8 to the left through a slope 10. The movement of the variable face 8, however, is prevented by a power of spring 11 while the rotation speed of the centrifugal device is lower than a specific value. On the other hand, when the rotation speed is higher than the specific value, the variable face 8 is pressed to the left against the spring 11, the piston 13 of a submaster cylinder 12 is squeezed in, and a hydraulic pressure generated at the cylinder 12 is fed to the front wheel brake 22 to brake the front wheels 2.
