PURPOSE:To provide a coupling device having high reliability, by a method wherein floaters are mounted to both ends of a floating oilproof weire body, expandable coupling chains are located to the upper and the lower of the weir body away from a rolling center, and spacer is placed between oilproof weirs. CONSTITUTION:When an oil storage tank is broken and oil flows on a sea surface, float oilproof weirs 1 and oil fences 7 are also started to move toward the outside as they are pushed by oil. A distance between the float oilproof weirs 1 is increased, coupling chains 3 are stretched to their fullest length, and the flow of the oil is intercepted by the oil fences 7 and the float weirs 1. This, since the coupling chains 3 are positioned away from a rolling center, limits the occurrence of pitching and rolling movement between the weirs and deviation therebetween, resulting in reduction in a force exerted on the oil fence 7.
