PURPOSE:To obtain the titled composition usable as an aerosol in combination with a spraying agent, by incorporating a stock solution comprising a fluororesin-based water- and oil-repellent material and a halogen solvent with a plasticizer, a polymer having a low glass transition temp. or a high-boiling solvent. CONSTITUTION:0.05-10wt% fluororesin-based water- and oil-repellent material (e.g.: perfluoroalkyl group-containing polymerizable monomer/vinyl chloride copolymer) is mixed with 99.95-90wt% halogen solvent (e.g.: 1,1,1- trichloroethane and perchloroethylene) to obtain a stock solution. To this solution is added 0.1-5wt% additive such as a plasticizer (e.g.: dimethyl phthalate or dioctyl maleate), a polymer having a glass transition temp. of 20 deg.C or lower (e.g.: ethyl polyacrylate or polybutadiene) or a high-boiling solvent having a boiling point of 140 deg.C or higher (e.g.: isophorone or cyclohexanone) to obtain the titled composition.
