PURPOSE:To implement an optimum maintenance measure by combining the 1st pilot insulator whose soil amount is measured during a comparatively short period with the 2nd pilot insulator whose soil amount is measured when the integrated value of the soil amount of the 1st pilot insulator exceeds the prescribed value and calculating these measured results by a control part. CONSTITUTION:The soil amount of the 1st pilot insulator is measured by a soil amount measuring circuit 11 during the comparatively short period such as once a day, and every measured value is integrated by an integrating circuit 12, thereby obtaining the integrated value Pm. When said value Pm exceeds the prescribed value, the soil amount of the 2nd pilot insulator is measured by a soil amount measuring circuit 13, thereby obtaining the measured value Sm. With the aid of the ratio (Sm/Pm) of the measured value Sm to the integrated value Pm, a soil amount calculating circuit 14 calculates the soil amount of an actual insulator. If the soil amount exceeds a permissible value, an alarm circuit 15 issues the alarm.
