PURPOSE:To well hole drivability of an engine and its emission, by providing a decreasing means which decreases by a predetermined time the absolute value, set by an integrating item setting means, when an actual engine speed obtains a value first within the predetermined range. CONSTITUTION:A control device provides a decreasing means M9 which decreases by a predetermined time the absolute value of the second value, set by an integrating item setting means M5, when an actual engine speed, detected by an operational condition detecting means M2, obtains a value first within the predetermined range for the target engine speed after a change of the target engine speed is detected by a change detecting means M8. In this way, an engine, preventing generation of overshoot and undershoot or hunting due to a change of the target engine speed, can well hold drivability and emission.
