PURPOSE:To bactericide and algaecide instantaneously, easily easily nd efficiently untreated water and to prevent the propagation of the bacteria and algae in said water by passing the untreated water into a copper ion eluting device and eluting and incorporating a required ratio of copper ions at a constant rate into the untreated water by an electrochemical reaction. CONSTITUTION:A flowmeter 2 for adjusting a water feed rate is provided successively to a feed water pump 1 for supplying the untreated water. The copper ion eluting device 3 which is disposed with copper ion eluting electrode bodies 3D, eD made of copper materials insulated from each other at a prescribed space to form a water flow passage 3D and is wired with conductive wires 4 to make the polarities of the adjacent bodies 3D, 3D' to alternately the anode and cathode is provided successively to the slowmeter 21. A DC ammeter 5 for the discrimination of the quantity of electric conduction relating to the elution of copper ions and a polarity change switch 6 which can change freely the polarities of the bodies 3D, 3D' are disposed to the conductor wires 4. As a result, the instantaneous, simple and efficient bactericidation and algaecidation are made possible and the propagation of the bacteria and algae is prevented.
