PURPOSE:To read an identification card by containing a processing means for obtaining the array information of an image pattern based on a run-length data in the first mode, and also obtaining identification data from the array information and a binary-coded image in the second mode. CONSTITUTION:A titled system contains a means for executing an image pickup of an image of an identification card, a means for binary-coding this image, a means for obtaining run-length data from a binary-coded image and a means for obtaining the array information of an image pattern based on the run-length data in the first mode, and also obtaining identification data of an identification card from the array information and the binary-coded image in the second mode. An image inputting circuit 10 binary-codes a video signal of an identification card 4 which has been read by a camera 5, based on a command, also eliminates an isolated point and transfers the signal to an image processing circuit 11. in a central processor 8, an area in which a run-length is linked continuously is derived from such run-length data, and by tracking the outside periphery of its area, a line element table is generated. In this way, the identification card can be read without interposing a worker.
