PURPOSE:To control the permeability of an ionic substance in a soln. by electrochemically oxidizing and reducing a composite membrane obtained by electrostatically combining a polymer having an ionizable group with an electrically conductive polymer to change the electrically charged condition of the membrane. CONSTITUTION:A polymer having >=3000 mol.wt. and having an ionizable group of an anionic group such as a sulfonic acid group and a carbonyl group or of a cationic group is electrostatically combined with a positively charged electrically conductive polymer obtained by oxidation-polymerizing a heterocyclic compd. monomer such as pyrrole to obtain a composite membrane which is used in permeation. A vessel 1 is separated by the composite membrane 2 into cells 3 and 4, a working electrode 5 is attached to the composite membrane 2 and a counter electrode 6 is arranged in the one cell 3. Then a voltage is impressed by a DC electric power source 7 between the working electrode 5 and the counter electrode 6 to oxidize or reduce the conductive polymer and the electrically charged condition is controlled.
