PURPOSE:To obtain the titled film soluble rapidly in cold water, and capable of keeping the solubility in water even if an alkaline substance is packed with said film, by adding a specific polyacrylic acid to a completely saponified polyvinyl alcohol,and forming the composition in the form of a film. CONSTITUTION:The objective film can be produced by the film-forming of a composition obtained by compounding (A) a polyvinyl alcohol having a saponification degree of >=98mol% and an average polymerization degree of >=250, preferably 400-2,000 with (B) >=5wt%, preferably 10-60wt% polyacrylic acid having a molecular weight of <=28,000, preferably 200-28,000, and if necessary, (C) a plasticizer such as glycerol, an additive, etc.
