PURPOSE:To discriminate the passing direction of a moving body by setting a detecting area in scene information of a TV camera, counting a throughput by processing image data in said area, and setting two or more detecting areas in the passing direction of the moving body. CONSTITUTION:Scene information, namely, scene image analog data which has seen from above a passing path of a moving body outputted from a TV camera 1 is converted to digital data by an A/D converting circuit 12, only data positioned on detecting areas 10, 11, among these digital data is selected by a write controlling circuit 13, and this selected digital data is stored in an image data storing circuit 14. As for the passing direction of the moving body, for instance, when a dot list on the first detecting area 10 has become a moving body state from a scene state, if a dot list on the second detecting area corresponding to said area is in a scene state, and in the next instant, both the detecting areas 10, 11 become a moving body state, it is detected that the moving body has passed through from the left to the right.
