PURPOSE:To obtain the titled high-activity, high-quality polymer economically in good yields, by contacting a phenol having no substituent in a position para to the hydroxyl group with an O2-containing gas in the presence of a specified catalyst in a basic reaction medium. CONSTITUTION:A highly active catalyst (C) is obtained by mixing 0.01mol%, based on component A, bi- to tetra-valent manganese compound (a) (e.g., MnCl2) with at least 0.2mol, per mol of component (a), of an o-dihydroxybenzene derivative (b) of formula I [wherein R1-4 are H, halogen atoms or (substituted) hydrocarbon groups wherein two adjacent groups may form a ring] and at least 0.1mol%, based on component A, alkanolamine (c) having the total number of O and N atoms of at least 2 and represented by formula II [wherein R5-8 are each H, a halogen, a 1-10C hydrocarbon group and R9-10 are each H or a (substituted) hydrocarbon group]. A phenol (A) having no substituent in a position para to the hydroxyl group and represented by formula III [wherein R, R', R'' and R''' are each H, a halogen, a (halo)hydrocarbon or the like] is reacted by contact with an O2-containing gas (D) at 0-70 deg.C in a basic reaction medium (B) in the presence of catalyst C.
