PURPOSE:To prevent lowering of a compression ratio even when the original image includes many black picture elements by so constituting the title system that only extracting the picture element information of a block equal to the one correspondent to the preceding scanning line for each block in the line after the second scanning line, and storing the said information in an image compression memory. CONSTITUTION:A writing-painting, etc. are scanned by means of a rester scanning to make binary image signals in time sequence. In case the original image is formed by M-lines of scanning, its image data is made in a manner that a share of data of each scanning line is made a block of consecutive N-pieces of picture elements. As to the first scanning line giving the said binary signals, the logical sum of the N-pieces of picture elements of each block is used as a constitution bit. As to the second scanning line and ones thereafter, each block is judged whether equal or not with the one corresponding to the preceding scanning line. When the said block is equal, the constitution bit is made '0', and '1', if not equal, for while a bit map table is generated. Only the picture element information of the blocks of which constitution bit is '1' is extracted and stored in the image compression memory in order to obtain the compressed image data.
