PURPOSE:To enable prevention of rapid increase in the number of revolutions of an engine, by a method wherein, in a bypass type number of idle revolutions control mechanism, when a throttle valve is in an opening state during the starting of an engine, the opening of a bypass valve is controlled in a closing direction. CONSTITUTION:A CPU 23 of an control unit 21 discriminates whether an engine 1 is at a starting time by means of the number of revolutions detected by a crank angle sensor 20. During the starting, the starting opening of a bypass valve 15 is computed in response to the opening of a throttle valve 11 detected by a throttle sensor 19, by means of a map stored in a memory 24. The result is inputted as a desired opening to the bypass valve 15 of a number of idle revolutions control mechanism 13. In which case, control is performed in a manner that the more the opening of the throttle valve 11 is increased, the more the opening of the bypass valve 15 is decreased, and this decreases an amount of air flowing through the bypass passage 14, and prevents an intake air amount on the whole from being increased so much.
