PURPOSE:To enable improvement of response to the number of revolutions and satisfactory control of prevention of the occurrence of hunting, by a method wherein an air-fuel ratio is set by an average value of the number of revolutions during usual operation and is set by the actual number of revolutions in case the number of revolutions is rapidly fluctuated. CONSTITUTION:In case, from the detecting result of an operating state detecting means M2 in relative to the operating state of an internal combustion engine M1, an idle state deciding means M5 decides that an engine is in an idling state, a detecting value of an air-fuel ratio detecting means M3 is fed back to output an instruction to an air-fuel regulating means M4, and an actual air-fuel ratio is controlled to a desired air-fuel ratio, exceeding a theoretical air-fuel ratio, by a feedback control means M6. In which case, where a difference between an average value of the number of revolutions determined by an averaging means M7 and the actual number of revolutions detected by the operating state detecting means M2 is within a given range, an average value is selected by a selecting means M8, and when outside the given range, the actual number of revolutions is selected thereby. The result is transmitted as the number of revolutions data to an altering means M9 to alter a desired air-fuel ratio by means of map and through colculation.
