CONSTITUTION:When, in a step 100, it is decided that a rotation speed Ne of an engine is higher than a decision rotation speed Nj, in a step 102, a time, in which a dash pot is decided by a map A previously stored according to a temperature THW of engine cooling water. Meanwhile, when the rotation speed Ne of the engine is lower than the decision rotation speed Nj, in a step 116, a dash port quantity QREC is damped. When an engine temperature is low, the dash port is rapidly rendered effective, and during the cold, a dash pot amount is damped. This causes reliable prevention of the stop of an engine during running at a very low temperature and blow-up of an engine during the cold.
