PURPOSE:To aim at a rise in internal efficiency of a turbine and reduction in starting time, by making a temperature adjustment performable, which works what with cooling a casing clamping bolt at the time of operation and what with heating a flange and the clamping bolt at the time of starting with steam inside the turbine. CONSTITUTION:At the time of starting a turbine, the medium hot steam taken out of a second casing 7b is made to flow into a first stop valve 12, a takeout steam pipe line 14, a steam inlet 8 of an upper flange 3 and a steam receiver groove 3b. Then, passing through a clearance between a clamping bolt 5 and bolt holes 3a and 3b, it is led into a condenser by way of a steam receiver groove 4b of a lower flange 4, a steam outlet 9, a steam outlet pipe line 16 and a third stop valve 15. With this, the clamping bolt 5 and each of upper and lower flanges 3 and 4 are all heated. On the other hand, when the turbine is operated, coming to its rated load, and temperature is made equal to that in a first casing 7a, a second stop valve 13 and the third stop valve 15 are opened, feeding low temperature steam out of a fourth casing 7d, and the clamping bolt is cooled.
