PURPOSE:To ensure and quicken the formation of dowel by arranging in opposition the upper and lower rotary forming panels providing cutting edges in the guide grooves of the outer periphery and by rotatively driving with inserting a steel bar between both forming panels. CONSTITUTION:The upper side rotary forming panel 1 and the lower side rotary forming panel 5 are arranged in opposition. Guide grooves 2, 6 are formed respectively on the outer periphery of the forming panels 1, 5 and elastic friction materials 3, 7 are fitted to the inner part thereof. Plural cutting edges 4, 8 are arranged at the adequate position of one side in the grooves 2, 6 further. A steel bar R is inserted between the guide grooves 2, 6 of the forming panels 1, 5 to rotatively drive both forming panels 1, 5. The cutting edges 4, 8 bite into the inner part of the steel bar R accordingly and a dowel is formed by performing a shearing along the center section. Due to the dowel being formed by the rotary formation the formation can be performed surely and quickly.
