PURPOSE:To attain reception even when a terminal device is reset by adopting the design so that the conductivity is obtained at reset when its own address set to designate its own terminal device is a specific address and the nonconductivity is attained with reset when the address is an address other than the specific address. CONSTITUTION:The charged television set by a terminal interface 3 is controlled by reading a numeral setting as an address of the terminal interface 3 at application of power by means of the hardware such as a dip switch in advance. When the numeral is a specific numeral such as '0', the viewing by a television receiver 4 is permitted and when a numeral other than the specific numeral, the viewing is not allowed. When the address of the terminal interface 3 is set to a numeral other than the specific value, permission/unpermission is attained optionally from a center terminal 2 and when the address of all rooms is set to the specific numeral, the TV viewing is permitted in all rooms not by the control from the center terminal 2.
