PURPOSE:To realize a forecast coding device with high speed and high data compression rate by allowing a parallel type forecast converter to generate a forecast error signal and a forecast state signal in the unit of plural picture elements. CONSTITUTION:The forecast coding device consists of the forecast converter 21 and a coder 22. The converter 21 forecasts a sample X of an input picture in the unit of n-sample and outputs a forecast error signal Y and a forecast state signal S in the unit of n-picture element. As to the coder 22, a coder dividing the forecast error signal Y into two states by using a forecast state signal S and coding the result is used. That is, after the forecast error signal Y inputted in the unit of n-picture element is divided into two states by using the forecast state signal, the change point is detected in the unit of n-picture element and the signal is outputted as a code in the unit of one bit. Since the code subject to data compression coding is reduced to 1/5-1/10 of the original signal, the input and output speeds of the forecast coding device are balanced by selecting the (n) to a proper value so as to attain high speed operation.
