PURPOSE:To secure necessary amount of cooling water comensurate with the amount of electric generation and minimize electric power for operating the pump by a method wherein the necessary amount of cooling water is decided in accordance with the change of output of electric generation effected by a turbine and the amount of the water is controlled by controlling the rotation number of a main pump only when the flow amount is small while both of the main pump and an auxiliary pump are operated when the flow amount if large. CONSTITUTION:The turning point of switching of operation between the exclusive operation of the main pump P2 and the parallel operation of the main pump P2 and the auxiliary pump P1 is determined from the point of view of electric power consumption. In the area of small flow amount of middle flow amount, which are lower than the turning point, only the main pump P2 is operated to secure the necessary amount of cooling water by a method wherein the necessary amount of cooling water is obtained by an operation control device 9 in accordance with the degree of vacuum measured by a vacuum meter P0 and the rotating number of a motor M2 is controlled through a rotating number control device 6. In case the necessary amount of cooling water, which is higher then the turning point, is to be secured, the auxiliary pump P1 is started and said parallel operation is effected. In this case, the main pump P2 is fixed in a condition that the minimum flow amount is obtained and remaining flow amount is covered by the auxiliary pump P1.
