PURPOSE:To reduce the occurrence of vibrations, by forbidding all operations of accessories including a compressor, etc., when an engine running state is in a preset zone where engine output and car speed are in a preset value each, if desirable, under the down-shift state. CONSTITUTION:In time of engine running, at a central processing unit 61, first whether the existing throttle opening thetaTH to be detected by a throttle opening detector 63 is lower than the reference throttle opening theta0 or not is judged, and if it is more than that, a transistor 72 of an air conditioner control circuit 71 is turned on, energizing a solenoid-operated clutch coil 82 with a continuous rating current, and a compressor 81 is turned to ON. On the other hand, when thetaTH<theta0 is the case, whether a car speed V to be detected by a car speed detector 62 is lower than the reference car speed V1 or not is judged, and if it is more than that, compressor ON is commanded. And, when V<V1 is the case, whether the car speed V is higher than the second reference car speed V2 or not is judged, and if it is less than that, the compressor ON is commanded as well but if V>V2 is the case, compressor OFF is commanded the other way.
