PURPOSE:To obtain the titled polymer having any molecular weight, by adding dropwise an alkali silicate to a mixed system of an aqueous solution of hydrochloric acid having a specific concentration and a monofunctional organosilicon compound, so that the average molecular weight of the formed polymer is freely controlled depending upon the dropped amount of the alkylsilicate. CONSTITUTION:(C) An alkylsilicate (partially hydrolyzed condensate) is dropwise added to a mixed system of (A) >=5wt%, preferably >=10wt% aqueous solution of hydrochloric acid and an organosilicon compound shown by the formula (R<1>R<2>R<3>Si)2O (R<1>-R<3> are H, or monofunctional hydrocarbon) or formula II R<1>R<2>R<3>X (X is halogen, alkoxy, etc.) in a state kept at 0-90 deg.C while stirring, to give the aimed polymer shown by the formula (a and b are integer to make a/b 0.2-4). A siloxane such as 1,1,3,3-tetramethyldisiloxane, etc., is preferable as the component B.
