PURPOSE:To obtain a low-Al and low-Si steel plate having superior corrosion resistance at low cost by carrying out, in the process of refining low-Al killed steel, converter treatment, slagging off, vacuum slagging off, addition of Al in a ladle for degasification, and then rolling. CONSTITUTION:In the refining of the low-Al killed steel, molten steel with a prescribed composition is treated in a converter first. The molten steel is slagged off at steel tapping, and, after steel tapping, slag is completely eliminated by use of a vacuum slagger in the ladle so as to reduce Si content, to which Al is added to carry out degasification. This molten steel is subjected to continuous casting and rolling. In this way, the highly corrosion resisting steel plate consisting of, by weight, 0.001-0.020% sol. Al, <0.010% sol. Si, 0.10-0.4% Mn, <0.06% C, and the balance Fe with inevitable impurities such as P, S, and the like, can be obtained.
