PURPOSE:To prevent viscous fluid in a housing part from leaking along an axis by providing a circular wider-diameter step part on the inner periphery facing the housing part side of the opening of a lid so as to insert an O ring compressed in the radius direction at the inner periphery of the step part toward the axis of a rotor. CONSTITUTION:Viscous fluid 16 such as grease or the like is applied to both surfaces of a braking plate 8, an O ring 9 is fitted around an axis 7, and the braking plate 8 and the other end part of the axis are put into the housing part 2 of a case 1 by setting a hollow 12 of the other end part of the axis to a pin 11. Subsequently, a lid 3 is fitted in a fitting part 13 of a case with the opening 4 of the lid fitted around the axis 7. The O ring 9 tilled around the axis 7 is deformed by being compressed from outside along the inner periphery of a circular wider-diameter step part 10 formed on the inner face of opening 4.
