PURPOSE:To make easy the clamp, synchronizing separation, etc., and to minimize a residual time base variation by compressing a television signal by the time base, providing a blanking period immediately before the signal of the maximum compressing ratio out of plural signals and inserting an additional signal for correcting the clamping and the time base variation, etc. CONSTITUTION:Output data of an A/D converter 1 is compressed by the time base at the compressing ratio n/m. At such a time, by receiving the output of an HD detecting device 4 as the input for controlling the memory, the blanking period is created immediately before HD just before the signal (C signal at the MUSE signal) having the maximum compressing ratio in 1H, and the time base shaft is compressed for every 1H. Into the blanking period immediately before the HD, Hsync. and a burst signal, which are generated at a generating circuit 15, are inserted and this is inputted to a recording system. The output of the HD detecting device 4 is received, the prescribed delaying time is provided from the HD, the digital data of the Hsync. and the burst signal written beforehand in a ROM are read with the output from a VCO 12 as a clock, and the reading output is A/D-converted, and added to the output of a time base compressing means 14.
