PURPOSE:To ensure predetermined winding tension and prevent sag by calculating the advance rate at the time of a low line operation speed, and performing control according to the calculated advance rate and the upper limit speed of the strip on the winder side so that the revolution speed of the mill motor does not exceed the upper limit speed. CONSTITUTION:With the start of the rolling operation, the speed vn of the mill motor 7 increases along the linear curve L1 until it reaches Vn0 at the time t1 when the advance rate f0 and the rolling mill speed limit VL are calculated by the advance rate arithmetic unit 16 and the rolling mill speed limit arithmetic unit 17. When the advance rate (f) lies in the normal range, line L3 gives the upper limit of the winding side strip speed vd which increases with the increase in the revolution speed vn. If the advance rate (f) grows out of the normal range, speed vd exceeds line L3 and increases along line L4 until it reaches vmax at the time t2. The rolling mill speed limit arithmetic unit 17 calculates the rolling mill speed limit vL at the time t2 so that the mill motor speed vn is kept within the speed limit vL, as well as winder side strip speed vd within the upper limit vmax on line L4.
