PURPOSE:To improve an SN ratio by forming a control signal generating part for feeding back an output signal, tracking and synchronizing the fed-back signal to/with a star light input and transferring the charge of a charge accumulating element and an output processing part for converting an output signal of the charge accumulating signal into an angular signal. CONSTITUTION:Outputs from the charge accumulating element control signal generating part 7 are a pixel register control signal 9, a horizontal register transfer controlling signal 10 and a vertical register transfer controlling signal 11 and these signals 9-11 are inputted to a two-dimensional charge accumulating element 6. A vertical register address signal 13 is also outputted and inputted to an output signal processing part 8. An output signal from the processing part 8 is fed back to the generating part 7. When the timing of the signal 9 is controlled so that the signal level of the signal 12 is maximized in said constitution, the angle of star light in the spin turning direction can be measured highly accurately from the timing of the control signal 9.
