PURPOSE:To enable the sampling frequency and the read clock frequency to coincide with each other in case of the preparation of picture signals of an image rotated by 90 degrees by using a digital memory. CONSTITUTION:When recording a still of an object 8 by a recording device 10, picture signals 7a from a picture pickup device 7 are displayed on a picture display device 9 for processing such as focal adjustment. If it is necessary to rotate the displayed image, write command signals are supplied to a digital memory 2 and an image element data 5a obtained by sampling at a preset frequency by an A/D converter 5 corresponding to one picture are written in the memory 2. An optional image rotating mode is set and the image element data 2a read with clock frequency from the memory 2 are applied to the devices 9 and 10 through a D/A converter 6. In such a manner, the sampling and the clock frequencies can be coincided in preparing the picture signals of an image rotated by 90 degrees.
