PURPOSE:To provide the titled compsn. which has an excellent effect of preventing corrosion under neutral or alkaline conditions and gives a coating film which is not peeled under said conditions, by adding a specified metal oxide to a resin solid. CONSTITUTION:0.01-500pts.wt. at least one metal oxide having an isoelectric point of 2.0-8.5, selected from among manganese oxide (MnOx; 1.5<=x<=2) (e.g., beta-type MnO2), vanadium oxide (VOx; 2<=x<=2.5) (e.g. V2O5), molybdenum oxide (MoO3) and tungsten oxide (WOx; 2<=x<=3) and optionally, 5-60wt% water or other solvent (e.g. methyl ethyl ketone), pigment (e.g. iron oxide) in a pigment volume concentration of 5-60wt%, 0.1-30wt% additives such as plasticizer, surfactant, drying agent, etc., and a rust inhibitor in a ratio of the inhibitor to the metal oxide of 1:10<-5>-10<3>, are added to 100pts.wt. (on a solid basis) resin (e.g. epoxy resin).
