PURPOSE:To execute uniform processing in communication using a packet, by adding dummy data to a data group which does not reach the number of data of a prescribed value, and setting the number of data to the prescribed value. CONSTITUTION:In case when the number of data of data to be transmitted, which is applied to an LAN interface 8 and counted does not reach a prescribed value, a system control part 10 switches a switching part 7 to a dummy data generating part 6 side, and dummy data is generated by the dummy data generating part 6. This dummy data is applied to the LAN interface 8 through the switching part 7. The LAN interface executes counting of the dummy data continuously after counting of the data to be transmitted, and when it reaches a prescribed value, a packet of a state that the dummy data has been added to encoded data is transmitted. The number of data of all packets can always be made equal, therefore, the packet communication can be handled quite uniformly.
