For the diversely advantageous and therefore optimum regulation of the room temperature of a plurality of rooms by radiators or cooling devices with individual mass flow, respectively regulated at the radiators or cooling devices in dependence of the actual room temperature on a set room temperature by means of automatic throttle devices, of the heat-carrier medium, which is supplied with energy via a heat exchanger of the heat and cold generator, each deviation, dictated by, for example, structural conditions, climatic zone, weather conditions and/or user-related heat loads, of the flue-gas or waste-gas temperature from a set-value band, which is predetermined by a greater and a smaller set value and is intended to constitute the permissible flue-gas or waste-gas temperature, is eliminated by correcting the heat and cold output supplied to the heating and coolant feeds. For this purpose there is provided a regulating device having adjustable set-value transmitters for in each case one upper and lower set value of a set-value band of the flue-gas or waste-gas temperature, and having a comparison device which is connected to a measuring device for said temperature and is intended for establishing the deviation of the same above the upper and/or below the lower limit of its set-value band, and having a control-command transmitter for the heat and cold output supplied to the heating and coolant feeds.
