PURPOSE:To detect real phase angle difference, by calculating the difference of transmission delay times, generated when voltage measured values at two points were transmitted, from a voltage phase angle difference calculated from the measured value received by a central power station and that calculated by tide calculation using effective power collected by the central power station. CONSTITUTION:Voltages V1, V2 at two different points of a power system 2 are measured by the voltage measuring parts 2a, 2b of power stations and the measured values are inputted to a phase angle difference detection part through transmission parts 3a, 3b and the receiving part 4 of a central power station. The phase angle difference is calculated from the received voltages V1, V2 in this detection part 5 and inputted to a transmission delay time difference detection part 7 to which real voltage phase angle difference calculated by tide calculation in a control calculator 6 is preliminarily inputted. Therefore, the detection part 7 uses the real voltage phase angle difference and the calculated phase angle difference to calculate transmission delay time difference from a specific formula and, when said time difference is inputted to a correction part 8, the phase angle difference inputted from the detection part 5 is corrected and phase angle difference is accurately detected.
