In this example, the vertically synchronizing signal Pv is controlled so as to be obtained after the passage of a prescribed period from a reference signal at the synchronization of the rotational phase with the reference signal, so that the delay time (t) of the delay circuit 17 is fixed such that the vertically synchronizing signal Pv is obtained after the passage of the prescribed period from a pulse 1/2PGD even if the rotational phase is disturbed.
