PURPOSE:To attain operation restart immediately at restoration of power supply by controlling the titled device that the operation is restarted when each data just before detection of power failure/after restoration. CONSTITUTION:A memory 32 is provided with a backup means and the stored data in the memory 32 is not lost even if a power failure takes place. When generation of a power failure is detected by a power failure detecting means 34, a data required to represent the position of the cartridge is stored in the memory 32. The position of the cartridge is detected by the cartridge detection means provided to a storage section, a recording and reproducing device and a feeder at restoration of power failure. Then the protruded cartridge is moved to allow the feeder to be moved vertically. Then the present position of the cartridge and the data stored in the memory 32 are compared and when they are coincident, the process is restored to the normal routine.
