PURPOSE:To improve the coding efficiency by measuring a coding processing time of uncoded data for unit block's content, discriminating whether or not the succeeding uncoded data is coded and setting a line number outputting the data. CONSTITUTION:A picture signal DI outputted at each line of main scanning from a scanner is stored once in a data buffer 1. A signal having the longest storage time among picture signals DI is read, outputted to a coding processing section 2, where the data is converted into a corresponding run length code and outputted to the device of the next stage. A clock data TD required for coding the picture signal DI for one line's content is inputted to the control section 3 and whether or not the coding rate of a run length code DC outputted at that point of time is >=1 is discriminated. Then in changing the line number (n) of the picture signal DI outputted in the non-compression mode depending on the size of the clock data TD, more efficient coding processing is realized.
