摘要 PURPOSE:To improve the encoding efficiency of an encode-processor with a simple constitution, by judging that whether un-encoded data are to be outputted or encoded data are to be outputted from the next unit block in accordance with the length of encoded data of one unit block quantity. CONSTITUTION:An encode-processing section 2 converts signals DI into run length codes DC and a control signal adding section 3 does not encode the picture signals DI but adds a control signal to the leading edge section of the signals DI. The bit number of the run length codes DC is counted by a counter 5 and the count value CD of the counter 5 is outputted to a control section 6. The count value CD inputted in the control section 6 represents the bit number of the run length codes DC at every one line and the control section 6 discriminates whether or not the encoded ratio of the run length codes DC is >=1 on the basis of the inputted count value CD and controls a selecting section 4. When the encoded ratio of the picture signals DI becomes <=1, the control section 6 causes the control signal adding section 3 to output its output for the next (n) lines. Since the line number (n) is set in accordance with the size of the count value CD, appropriate encoding processes can be realized correspondingly to the state of pictures.
