PURPOSE:To set the regulating ratio of encoded data at least >=1 with a simple constitution, by outputting un-encoded data of a prescribed number of unit blocks following encoded data as they are when unit blocks, for which processing time for encoding un-encoded data becomes longer than a prescribed value, continue for a prescribed number. CONSTITUTION:Firstly, picture signals DI of the first one line quantity are accumulated in a data buffer 1. Then the picture signals DI are transferred to an encode-processing section 2 from the buffer 1 and, simultaneously, a control section 3 actuates an interval timer 5. When the encode-processing time of the processing section 2 exceeds a time T set in the timer 5, the timer 5 is timed up and raises a signal TU and the count value of a counter 6 becomes '1'. When the encode-processing time of the picture signals DI of the next line exceeds the time T, the count value of the counter 6 becomes '2' in the same way and the counter 6 raises a signal CU. In response to the signal CU, the control section 3 actuates a line counter 4. When the processing section 2 completes the encoding process, the control section 3 stops the encoding process of the processing section 2. When the count value of the counter 4 becomes (n), the control section restores the processing section 2 to the encoding mode.
